CAC Continues to Raise Awareness for Senior Public Servants

IMG_8214Dili – Comissão Anti-Corrupção (CAC) continues to raise awareness for senior public servants in a two-day (9-10/9) round table discussion on procurement and finance at National Election Commission (CNE) Hall Colmera on Wednesday (9/9). Commissioner Adérito Pinto Tilman addressed the opening remarks for the two-day roundtable discussion with the topic “Meilloramentu servisu aprovizionamentu iha ambitu rejime no prosedimentu nian – Melhorate Procurament Services in an atmosphere and a procedure regimes”.

The objective of two-day roundtable discussion is to promote a clean, transparent, and credible procurement system and also to diagnose the challenges and obstacles encountered in the implementation. The outcome of the workshop will contribute to anti-corruption preventive measures to be implemented in the relevant line ministers in the future.

“This two-day workshop is a corruption prevention effort in the public sector, particularly in procurement and finance which are essential to determine the quality of infranstructure development based on the objectives outlined in the Natioanl Devolopment Plan 2011-2030” Said Commissioener Tilman.

CAC prevention efforts, said Comissioner Tilman has identified several impeding obstacles that frequently occurred in the adjucation process at national and municipal levels, which contribute to the quality of insfrascture development in Timor-Leste.

Comissioner Tilman, accompanied by two deputies Commisioner José “Sama Larua” Neves and Manuel Bucar further commented “CAC has conducted different activities together with relevant institutions such as National Procurament Comission (CNA), National Development Agency (ADN), Minister of Public Works, Minister of Finance, Inspectorate General of State, Public Services Comission (CFP) and others on how to improve administration and technical works in order to comply with legal procedures established.”

“Referring to these thoughts, CAC invited relevant institutions and agencies responsible for national development to come here and exchange ideas, debate and hold a constructive discussion about important roles, challenges and obstacles encountered” said Commissioner Tilman.

The outcome of the roundtable discussion will help CAC to cooperate with relevant institutions to develop anti-corruption prevention action to improve the implementation of procurement system with transparency, responsibility, and credibility in order to uphold a culture of rejecting corruption in procurement and finance process and to achieve the objectives of National Development Plan.

The essence of the roundtable discussion is to encourage participants on how to ensure internal management and procurement system properly implemented in order to produce positive outcomes and benefits for the people of Timor-Leste.

Speakers at the first day are the General Director of National Procurement Agency (CNA) Aniceto do Rosario and General Director of National Development Agency (ADN) Samuel Marçal and MP Paulino Monteiro, moderated by Deputy Comissioner José “Sama Larua” Neves. Speakers for second day of the workshop (9/10/2015) are the National Director of Road Services of Minister of Public Works Rui Hernani Guterres and National Director of Payment of Minister of Finance, Rui Ferreira Magno.

The workshop participated by General Directors, National Directors, and procurement and fianace staffs in line ministers totaled 50 people. The workshop continues to second day on Thursday (10/9) today. (*)

CAC Signs MoU With Malaysia Anti-Corruption Commission (MACC)

IMG_1749Purtrajaya – Commissão Anti-Corrupção (CAC) signed a Memorandum of Understanding (MoU) with the Malaysia Anti-Corruption Commission (MACC) on Thursday, September 3rd in International Convention of Putrajaya in conjunction with the 16th International Anti-Corruption Conference (IACC).

Commissão Anti-Corrupção (CAC) was represented by Commissioner Aderito Antonio Pinto Tilman and Malaysia Anti-Corruption Commission (MACC) was represented by Deputy Commissioner for Prevention, Datuk HJ Mustafar Bin HJ Ali.

The signing was witnessed by Timor-Leste Ambassador to Malaysia, Mr. José António Amorim Dias and Minister in the Prime Minister’s Department of Malaysia Senator Datuk Paul Low Seng Kuan.

Commissioner Tilman said “The signing of MoU with MACC is one of the strategic priorities defined in CAC Strategic Plan 2012-2020 (PECAC 2020) to strengthen institutional ties with long-established anti-corruption agencies in the region and also in compliance with UNCAC recommendation on the Chapter V-International Cooperation.”

Furthermore, “The MoU covered cooperation in several key areas including developing human resource, exchange of expertise, professional training courses and exchange of information and professional materials in the work of preventing and combating corruption” said Commissioner Tilman.

Deputy Commissioner MACC for Prevention, Datuk HJ Mustafar Bin HJ Ali said ”MACC is very pleased with MOU signing with CAC  today as it is the 14th MoUs signed by MACC with other anti-corruption agencies to strengthen institutional cooperation.”

CAC and MACC agreed to provide technical assistance depending on their operational capacities. This is the second MoU signed by CAC with anti-corruption agencies in the region. (*)

Ladies and Gentlemen

On behalf of the Anti-Corruption Commission (CAC), I would like to warmly welcome Excellences Delegations of Solomon Islands on this very study tour to observe and learn the experience of fighting against corruption in Timor-Leste.

We are living in a globalized world with incredible technology innovation and economic development. However corruption remains as a serious global problem that undermines development, triggers social upheaval that becomes major concern to all countries. Corruption is the enemy of development. Corruption fosters various economic and social problems, creates injustices and inequality and other crimes.

Corruption is a global phenomenon. However the solutions to address the corruption issues have to be tailored to legal, institutional, socio-cultural context in every country. Therefore, the Anti-Corruption Commission (CAC) is very honored with the visit and privileged to share our experience and lessons learned of preventing and combating corruption in Timor-Leste with the Excellences Delegations. We hope that Timor-Leste’s experience of preventing and combating corruption will contribute to your efforts to address corruption issue and establish the Solomon Islands Anti-Corruption Commission.

Timor-Leste and Solomon Islands share many similar nature and character for instance socio-cultural, politics and both are small islands developing states. Therefore, the Anti-Corruption Commission (CAC) would like to commend the seriousness and efforts to establish the Solomon Island Anti-Corruption Commission that is independent and autonomous.

Excellences Ladies and Gentlemen,

The Anti-Corruption Commission (CAC) is a young institution that just completed 5 years of existence. However the unwavering dedication, resolute commitment, and the determined efforts of the Commission to overcome the challenges and obstacles show the resilient will and seriousness of purpose of preventing and combating corruption in the context of State Building of Timor-Leste.

The Anti-Corruption Commission (CAC) was established as part of the Public Administration Reformed Agenda of 5th Constitutional led by the leader of freedom fighter, former Prime Minister of Xanana Gusmão. The Anti-Corruption Commission (CAC) was created by law No.8/2009 with the mission to undertake prevention action and criminal investigation action against corruption in any of its forms as defined by the Penal Code of Timor-Leste.

The Commission is given the status of an independent, specialized criminal policy body with legal persons governed by public law, given a legal personality with technical independence and administrative and financial autonomy.

In the capacity of criminal investigation, the Commission shall act the responsibility of the competent judicial authority that lies in the Public Prosecutor Office according to the law. In the capacity of criminal prevention, the Commission undertakes its mandate with collaboration and active participation of all relevant institutions such as Office of Inspector General, Provedoria of Human Rights and Justice, Public Service Commission, Private Sector, Academic, Civil Society Organizations and Government.

Excellences Ladies and Gentlemen,

I hope that this study tour today will provide great opportunity to the delegations of Solomon Islands to see and learn about the efforts of preventing and combating corruption in Timor-Leste. We hope that Timor-Leste experience could be a small reference of combating corruption in Solomon Islands.

Once again, my very warm welcome to excellences delegations and I wish a fruitful discussion with us and visits to other institutions later this afternoon and success to our common efforts to fight against corruption.

Solomon Islands Delegation Visits Timor-Leste

IMG_6529Dili – Senior Management of Commission of Anti-Corruption (CAC) led by Commissioner Dr. Adérito Antonio Pinto Tilman welcomed delegation from government agencies of Solomon Island at CAC office on Friday, 10 July.

The objective of thi visit is to learn from Timor-Leste experiences on creating the anti-corruption institution and to exchange ideas and perspective on prevention and combating corruption, as Solomon Island is prepare to establish an anti corruption agency.

Commissioner Tilman appreciated this visit and hope that this delegation would gain some valuable information and knowledge from CAC experince and Timor-Leste in general on the  efforts to prevent and combat corruption and hopefully bring some knowledge that they learn here to implement in Salomon Island.

“CAC is extremely happy with this visit and honoured that we can share our experience on combating corruption and prevention program with this delegation. I am hoping that they would be able to bring back home some useful information from this visit. Says Commissioner Tilman

This program is funded by UNODC with delegations from Solomon Island; Mr. Moses Saitala, Mr. Francis Luza, Mr. Joe Poraiwai, Mr. John Kouni, Mr Derek Futaias and an UNODC representative  Annika Whytes will  be here in Dili for two days visiting CAC and other government agencies such as Provedor Office of Human Rights, PDHJ, Commission of National Election (CNE) and Office of Prosecutor General.
