The US Ambassador to TL Visited the Anti-Corruption Commission

Dili – Commissioner of Comissão Anti-Corrupcão (CAC) Dr. Sergio Hornai welcomed the US Ambassador to Timor-Leste H.E. Ms. Kathleen Fizpatrick accompanied by Deputy Ambassador Dan R. Bischof, US Embassy Resident Legal Advisor Mr. David Lewen, Law Enforcement and Security Attaché Lech Kazmirski and Chief-Political, Economic and Consular Section Channa Cummings today (11/2) at CAC office Farol Dili.

The objective of the visit was to introduce USA Embassy team to new CAC Commissioner as well as to discuss the possibilities for further cooperation in the future.

“This is my first time to have visit from Her Excellency Ambassador Ms. Kathleen along with your team and explore possibilities how we could work together in the future,” said Commissioner Sergio Hornai.

Commissioner Hornai said that CAC as state institution is still facing number of challenges and they are required support of the USA Embassy in Timor-Leste. “…

Therefore, We look forward the cooperation with the people of America will be continued to support CAC in strengthening of human resources of CAC…”

While, H.E Ambassador of US, congratulated Mr. Hornai for his new position as a commissioner of CAC and expressed that US embassy in in Timor Leste will continue to support and work together with CAC. “…We are ready to continue working together with CAC…” , Said H.E. Ambassador.

The United States Embassy in Timor-Leste has been assisted CAC in the past by providing in house training and facilitating the overseas training in the areas of investigation of corruption cases. (*)

CAC is not an Enemy to Government Officials

Dili – Commissioner of the Anti-Corruption Commission Sergio Hornai was a keynote speaker at the 19th Anniversary celebration of Customs Department with the topic “The Concept of Corruption in the Government Institutions” at the Auditorium of the Ministry of Finance Aitarak Laran Dili on Monday (28/1).

This was first time for Commissioner Hornai as a keynote speaker at an official forum after holding his position as a commissioner of CAC.

In his presentation, Commissioner Hornai clearly stated that the position of the Anti-Corruption Commission as an important partner to all state institutions and not as an enemy to seniors public officers who have playing important roles to serve people and country.

“The existence of CAC is not an enemy for each civil servant both directly or indirectly within state institutions” Said Commissioner Hornai.

“However, the vision and mission of CAC are clearly defined, which is to ensure the rule of law in a democratic society. Every citizen of Timor-Leste has right and obligation to ensure Timor-Leste fully obey to the rules of law and the principles of democracy, he added

On this occasion, Commissioner Hornai on behalf of CAC congratulated Department of Customs that has been playing very important roles to ensure the responsibility of state to increase the revenue of state during 19 years in its mission.

He closed his intervention by congratulating all public servants who work tireless in this department during 19 years…and said to them: You have done a great job and we are proud of your commitment and dedication to serve our people and I would like to convince you that you are a great partner of CAC,” Commissioner affirmed. National Parliament Elected Sergio for Commissioner of CAC

Dili – The National Parliament majority elected a former Director of Public Defense, Mr Sergio Hornai become Third Mandate Commissioner of Anti-Corruption Commission (CAC) on Tuesday (15/1).

The 57 members of National Parliament who attended the plenary session, had successfully, elected the new commissioner of CAC with 42 votes in favor, 2 abstain and the rest was against.

The newly elected Commissioner Hornai will substitute previous Commissioner Mr Tilman that had completed his mandate on July 15th 2018. After 6 month waiting the top leader of CAC, finally, CAC has got a new leader.

The ceremony of swear in new commissioner will be taken place in National Parliament on 21st January 2019. The mandate will be four years term (2019-2023).

National Consultation Workshop on Contribution to Draft of Anti-Corruption Law

Dili – The Anti Corruption Commission (CAC) of Timor-Leste, Ministry of Legislative Reform and Parliamentary Affairs (RLAP) organized the two-day national workshop conducted a National Consultation Workshop on the Contribution to the Draft of the Anti-Corruption Law. The national workshop facilitated by United Nations Office on Drugs and Crime (UNODC) and United Nations Development program (UNDP) Timor-Leste. The event held during two days (21-22) November 2018 at Suai Conference Room Timor Plaza Dili Timor-Leste.

The consultations gathered policy-makers, legal experts from the National Parliament and other relevant bodies, and international experts to share best practices and international experiences and enable discussions on the draft Law.

The event opened by Minister of Legislative Reform and Parliamentary Affairs Fidelis Leite Magalhaes. In his intervention he emphasized on the importance of political will as a foundation to combat corruption. “The legislation against corruption is one of indicators of political will”, as he addressed to the representatives of 32 publics and Civil Society institutions that presented. Minister Magalhaes also underlined the importance of the protection of witnesses and whistles blower.

Furthermore, Minister Magalhaes reaffirmed the current government policy on good governance, which is reflected in its programs such as institutional reform, e-planning, promote a good cooperation among the institutions in preventing and fighting against corruption.

Meanwhile, the Regional Adviser of the UNODC based in Bangkok Thailand Ms. Zorana Markovic in her opening speech agreed the importance of political will to support the efforts of combating corruption. And she observed that TL has already political will to precede the process of the development of anti-corruption law.

Ms. Markovic also explained that the national workshop is continuation of mutual cooperation between UNODC and CAC Timor-Leste to contribute to the development of the draft of the anti-corruption law. Therefore, the representatives of UNODC will devote the two days workshops, to share their expertise and experiences around the world on how to develop the anti-corruption law and wished that it will assist the participants to have a broader horizon in the process of the development of the anti-corruption law in Timor-Leste.
