Commissioner Sergio Hornai Presented 2018 Annual Report to National Parliament

Dili – Monday (3/6), the Anti-Corruption Commissioner Dr. Sergio Hornai accompanied by his structure to present the report of ACC Timor-Leste to the National Parliament (PN). The 2018 Annual Reports, which spans of 119 pages, is the first report that presented by third mandate.

The Report communicated the result of implementation the programs and its activities from previous mandate. The reported indicated that, even though, CAC faced numbers of challenges such as political deadlock and the absence of the Commissioner within seven months, but the remain structure in ACC managed implement most of the activities that reflected in its programs.

The commissioner informed to the National Parliament that during 2018, the Investigation Directorate detected 81 corruption cases, and investigator completed the preliminary report of 21 cases sent to Office of Prosecute General (OPG). While, undertook investigation of 49 corruption cases (which was 42 corruption cases delegated from OPG in 2018 and 7 cases from previous years), and ACC managed to complete final report on 36 cases. During the investigation, ACC interviewed 748 witnesses and 55 suspects.

As it presented by Commissioner Hornai, the embezzlement was dominant in corruption cases, then follow by abuse of power, mal-administration, falsification of documents, participation in economic and commerce, misappropriation of public assets and bribery.

Directorate of Prevention implemented numbers of awareness raising programs to the elementary schools up to university levels, youth center, and conducted workshops with numbers of state institution. This directorate conducted as well monitoring and inspection to number of schools and state institution that’s indicated risk of corruption.

While, to strength the cooperation with other entities, Commission signed MoU with Financial Information Unit (FIU) and United Nations Development Program (UNDP) in the area of Corruption prevention. The Commission also maintained good cooperation and regular contact with the embassy of United States of America (USA) in Dili, as well as with UNODC to enhance capacity of the anti-corruption specialist, through number of training both in house as well in overseas.

Commissioner also raised some of challenges that faced by CAC such as limitation of resources, lack of legal instruments and institutional cooperation, and suggested numbers of recommendations to National Parliament in order to equip ACC to have a better function in fighting against corruption. 27ACS Completed Three Days Training Course on Anti-Corruption & Financial Investigations Supported by U.S. OPDAT

Dili – 27 Anti-Corruption Specialists (ACS) completed three days (13-15/5) training course on Anti-Corruption & Financial Investigations, Money Laundering & Asset Forfeiture supported by U.S. Department of Justice, Office of Overseas Prosecutorial, Development, Assistance and Training (OPDAT) through US Embassy in Timor-Leste at Tower Fatuhada Dili.

The training course officially officiated by Commissioner Dr. Sergio Hornai accompanied by U.S. Ambassador to Timor-Leste Her Excellency Ms. Kathleen Fizpatrick on Monday (13/5).

The Anti-Corruption Commissioner Dr. Sergio Hornai in his opening remarks, expressed appreciation to US embassy in TL for its continuing assistance and thanked to American people and the U.S. government for their valuable support.

“The training course is highly important to elevate the capacity of investigators in the fight against corruption in Timor-Leste. CAC appreciated this continuation support from the people and the government of USA through its embassy in Dili. Thank you very much your excellency Madam Kathleen (Fizpatrick),” Said Commissioner Dr. Sergio Hornai in his official remarks.

Trainers in this training course were Honorable Judge Thomas A. Varlan of US Eastern District of Tennesse-Knoxville, First Assistant US Attorney Jared Bennett of District of Utah, Executive Director of Financial Information Unit (FIU) Maria Jose Sarmento and Dra. Angelina Saldanha from Public Prosecutor office.

The training for Anti-Corruption Specialists for CAC, PNSIK, PSIC and Customs is a continuation of previous training assistance provided by the US Embassy in TL to TL judicial institutions. (*)

Commissioner Sergio Officially Opened a Whole day Seminar on Prevention Corruption to SERVE Staffs

Dili – Anti-Corruption Commissioner Dr. Sergio Hornai officially ran a-day seminar entitled “Hametin Integridade Estado Tuir Lei” to public servants at Servico de Registo e Verificacao Empresarial (SERVE) on Thursday (25/4) at Hotel Ramelau Aimutin Dili

Particpated at the seminar were UNDP Resident Representative to Timor-Leste Claudio Providas, Country Director of Korean International Cooperation Agency (KOICA) Kyungmoo Jun, Executive Director of SERVE Florencio Sanches and staffs and more than 20 inspectors from line ministers.  

The seminar was funded by KOICA through UNDP Timor-Leste that launched in 2017; anti-corruption, decentralized on “Improving accountability of public sector through strengthens institutional to the anti-corruption and decentralization in Timor-Leste 2017-2019.

The new program will help Timor-Leste government to establish a decentralize public sector that effective and inclusive to promote democratic participation of citizens at municipality levels.

The seminar also taken part of KOICA’s continuation assistance through UNDP Timor-Leste to enhance transparency and responsibility programs to all Timorese citizens and government institutions at national level up to municipality levels to raise awareness of negative impact of corruption to the country development.   

The assistance project from KOICA via UNDP Timor-Leste will cover seven (7) activities; finalize the anti-corruption strategy, conducting awareness-raising seminars on ethics and integrity and regulations on procurement at all municipalities, conduct a seminar for civil servants (SERVE) on preventing corruption in the tax collection and licensing of foreign investment companies, develop manuals on value and integrity and inspection and monitoring for civil servants, draw a consensus on the integrity pact for procurement among stakeholders, broadcast TV/Radio talk shows on the prevention of corruption, conduct a youth workshops on the prevention of corruption.    

The total amount of the budget is $350.355 was inked under previous Commissioner Leadership Dr. Adérito Pinto Tilman at Ramelau Hotel on 9th of July 2018. (*)
