Dili – Senior Management of Comissão Anti-Corrupção (CAC) led by Commissioner Dr. Adérito Tilman made a courtesy audience to President of Republic Taur Matan Ruak (TMR) at Presidential Palace Nicolao Lobato Aitarak Laran Dili today (3/3).
The objective of the audience is to inform the President of Republic on CAC Strategic Plan 2012-2020. The vision for 2020 is to achieve “a democratic state of Timor-Leste with a strong culture of rejecting corruption in the interest and prosperity of the people”.
CAC started its works in 2010 with mission; “combating corruption through prevention, education and investigation – law enforcement” with important values of credibility and transparent, assertive and integrity, Consistent and persistent (CAC) in its action.
CAC Senior Management also informed President of Republic the Strategic Priorities of Second Mandate especially for the year of 2015. These Strategic Priorities include preparing a draft of Anti-Corruption law that will be brought to National Parliament soon for discussion and approval, CAC Organic Law that define CAC Organigram, recruitment, remuneration, and retention of CAC’s staff and National Anti-Corruption Strategy.
National Anti-Corruption Strategy is the obligation of State Party to the United Nations Convention Against Corruption (UNCAC) which Timor-Leste signed the Convention on 10 December 2003 and ratified by Parliament on 10 December 2008.
Government resolution No. 2/2011 nominated CAC as contact agency to deal with issues related to the implementation of UNCAC. CAC is currently leading the process to establish a Working Group that comprises of representative of Government, Office of President of Republic, Judicial Institution, Police Institution, Academic, Private Sector, Civil Society and Media.
In this courtesy audience also discussed about Institutional Cooperation in the country and with anti-corruption agencies in the region. CAC Senior Management also informed president TMR that CAC has formalized its cooperation with Indonesian Komisi Pemberantasaun Korupsi (KPK) on 30 October 2014 and now entering the implementation.
CAC is also in the process to formalize its cooperation with Malaysia Anti-Corruption Commission (MACC), Commission Against Corruption of Macao SAR and Independent Commission Against Corruption (ICAC) Hong Kong, China.
The area cooperation with these anti-corruption agencies will be focused on Training and Capacity Building, Prevention, Mutual Legal Assistant and some others areas of cooperation.
Commissioner Dr. Adérito Tilman was accompanied by his two deputies; José “Sama Larua” Neves, Manuel Bucar and National Adviser Jonas Guterres. (*)
