UNCAC Review Experts End Five-Day Site Visit to Timor-Leste

Dili, 25/05/2012— The review experts on the implementation of the United Nations Convention against Corruption (UNCAC) concluded today a five-day on site visit in Timor-Leste. During the course of the week, the UNCAC delegation met and discussed with law makers, relevant government officials, law enforcement authorities and civil society representative as well paid courtesy visits to the National Parliament, Office of Prime Minister and the United Nations system.
During the meetings with Timor-Leste’s authorities, the delegation tried to examine whether the country is in compliance with the Convention’s obligation pertaining to criminalization and law enforcement and international cooperation as reported in its Self-Assessment Review Mechanism. The experts were impressed that Timor-Leste has made some significant milestones in a short period of its independence and in difficult conditions. They were satisfied with the level of UNCAC implementation in Timor-Leste, particularly with the legal framework in place concerning corruption prevention and criminalization.
Their findings also identified several best practices for possible replication in other countries and made recommendations for future improvement, as well as measures for strengthening existing frameworks. In addition, their findings also recommended for the need of technical assistance to assist Timor-Leste’s capacity to fight corruption.
The delegation is expected to present the site visit report to the Government of Timor-Leste by end of June 2012. The Anti-Corruption Commission of Timor-Leste will work closely with the Secretariat of the UNCAC Review Mechanism in Vienna and the State-Parties from Namibia and Fiji and the Anti-Corruption Commission (CAC) to finalize the report.
At the last day of the visit, the delegation held a final debriefing with the Anti-Corruption Commission team with a draft executive summary of the findings to advance on the completion of the final country report.

UNCAC Review Experts To Visit Timor-Leste

Dili, 18/05/2012— A delegation of seven experts on the implementation of the United Nations Convention against Corruption (UNCAC) in Timor-Leste is due to arrive in Dili tomorrow for a weeklong on site visit. The seven experts are from Namibia, Fiji and the Secretariat of Review Mechanism from Vienna.

The experts are scheduled to meet and discuss with relevant government officials, law enforcement authorities and civil society representatives regarding Timor-Leste’s UNCAC Self-Assessment Report. This report concerns issues pertaining to criminalization and law enforcement and international cooperation. This visit will take place from 21 to 25 May 2012.

Among government institutions and Civil Society organizations , the delegation are expected to meet include the Court of Appeal, Standing Committee C of the National Parliament, Office of Prosecutor-General, Ministry of Justice, Ministry of Foreign Affairs, Dili District Court, Central Bank, Office of Provedor, National Police of Timor-Leste (PNTL), the Anti-Corruption Commission (CAC) and NGO representatives. Timor-Leste’s Self-Assessment Report has been presented to the National Parliament and the Council of Ministers early this month.

The Anti-Corruption Commission (CAC) as the focal point representing Government of Timor-Leste for the UNCAC review process, will accompany the delegation throughout the official visits. The on-site visit is a complementary part of the whole process of the Review Mechanism to assess each State Party’s efforts on the implementation of the United Nations Convention Against Corruption. The final report is expected to identify good practices, challenges and technical assistance needs for further improvements in the fight against corruption.
