Deputy Commissioner of the Anti-Corruption Commission José António de Jesus das Neves gave a two-hour lecture today on transparency and accountability as control mechanism in Timor-Leste at the National University of Timor-Leste (UNTL). The seminar lecture was attended by more than 60 UNTL students whom mostly from the Department of Political Science and Public Administration.

The lecture is part of the United Nations Integrated Mission in Timor’s series of organized lectures with the University to increase the students’ critical and analytical knowledge and open up their horizons on various aspects related to good governance, particularly in the context of Timor-Leste.  In his lecture, Deputy Commissioner Neves highlighted some key points regarding the importance of transparency in the fight against corruption as to promote accountability and good governance in Timor-Leste. Accountability should become a control mechanism to prevent people from abuse of power and miss use of public good/ funds for private interest. Accountability could help enforce the implementation of laws and regulations and sanctions over the wrong doings.

Deputy Commissioner Neves ended his lecture with a good number of questions and answers from students. Most of the questions touched upon CAC’s role in combating corruption in Timor-Leste and what has CAC done so far in the last two years of its existence.

Dili 18/07/2012–The Anti-Corruption Commission (CAC) Senior Management participated yesterday a series of briefing sessions on Timor-Leste public financial management at the Ministry of Finance’s Conference Room. The briefing sessions that were presided by Minister of Finance Emilia Pires also participated by President of the Court of Appeal/Court of Audit Claudio Ximenes and his team.

The half-day briefing sessions were organized by the Ministry of Finance in conjunction with the Office of Prime Minister for the Commission and the Court of Audit (Tribunal das Contas) to learn about how the government funds have been managed for the country’s national development. This will help informed both offices to carry out their oversight functions as well as to perform investigation works more effectively.

The series of presentations were first started by Minister Pires where she talked about the overall responsibility of Ministry of Finance in relation to managing the public funds and followed by the Director of National Budget regarding national budgetary process, Director of National Procurement on government procurement related matters, Director for National Development Agency regarding contracts and tendering process for public construction projects as well as Director for Major Projects regarding  mega constructions project such as roads, bridges and ports.

A further session on government transparency portal is expected to be organized by the Ministry in the near future.

CAC’s Senior Management who participated in the briefings were Commissioner Adérito de Jesus Soares, Deputy Commissioner for Prevention Manuel Bucar and Deputy Commissioner for Research, Education and Outreach Campaign José António de Jesus das Neves. Participated along with Senior Management were CAC Executive Secretary Alexander Faustino Freitas, National Director for Investigation Unit Maria Vasconselos, three investigators and three staff from Prevention and Office of Commissioner.
