CAC Welcomed VU Australia Students on a Study Tour

400A2817Dili – CAC commissioner Aderito accompanied by Deputy Commissioner Manuel Bucar, Director of Investigation Augosto Castro and Chief of Cooperation Unit João Correia do Rosario welcomed 15 students and lecturers from Victoria University (VU) Melbourne Australia today (12/7) at CAC Farol Dili office.

The purpose of VU Australia students conducting study tours at CAC is to have the opportunity to meet CAC leaders and to know about the function of the commission in ensuring that no corruption culture prevail in this beloved country and how Commission perform in events of corruption in various parts of Timorese society.

The students of Victorian University who are conducting this study tour majored in Arts and Education, Law and Justice where accompanied by their two lecturers; Dr. Siewfang Law and Mr Daniel Goldworthy.

ACC Commissioner Adérito Tilman said in his intervention that “The Victorian University is famous and very sweetest in the hearts and minds of Timorese people. academic community of Victorian University is a good friend of Timorese people in the past during our national liberation struggle,”.

On that occasion, Director of Investigation and Head of Cooperation Unit presented the Commission main tasks in accordance with law No. 8/2009, 15 July on Commission establishment. CAC leaders also explained challenges and obstacles that the commission had reached within eight years on its operation.

“I hope that VU academic communities still remain as a good friend of Timorese people now and in the future, so that CAC staff also have the opportunity to attend any training in VU Australia in the future,” Commissioner Tilman further saying (*)

Commissioner Tilman Presents 2017 Annual Report to National Parliament

400A2725Dili – Tuesday (10/7), The Anti-Corruption Commissioner Adérito Pinto Tilman, accompanied by Deputy Commissioner Manuel Bucar Corte-Real, presented the Commission’s 2017 Annual Report to the National Parliament. Directors and staff were also present.

The 2017 Annual Report, which spans 109 pages, is the fourth report and marks the end of the Second Mandate of Commissioner Tilman on latest this weekend 15 July 2018.

Commissioner Tilman has sent an official letter to Prime Minister Taur Matan Ruak and President of National Parliament, Mr. Arão Noe Aramal, nominate a new Commissioner. Commissioner Tilman will continue his service as a prosecutor after terminated his mandate as Commissioner of CAC.

The Second Mandate of Commissioner CAC Tilman replaced previous Commissioner Adérito de Jesus Soares lead new establishment institution CAC in the fight against corruption on 15th of July 2014 together with two deputy commissioners Manuel Bucar and Rui Pereira dos Santos.

With high expectations from the community, CAC has been successful in a number of investigation cases and implementing educational outreach programs. This has included conducting workshops, conferences, and meetings that have involved thousands of students, community leaders, religious leaders and civil servants in every municipality.

Under Commissioner Tilman, CAC has: Investigated four high-level government officials accused of corruption, receiving dispatch orders from the Prosecutor-General’s office for 117 dispatches of which CAC investigated and completed a reports and filed them out to Public Prosecutor’s office.

Types of crimes that have been identified during Second Mandate of Commissioner are; abuse of power, participation in economic and commerce, embezzlement, miss-administration and falsification of documents.

Held more than 100 town hall meetings across every municipality as part of our education campaign. Completed a number of landmark technical reports, including a country-wide corruption perception monitor and a public service integrity survey.

Despite a number of challenges encountered, under Commissioner Tilman, the leadership of CAC has established an effective and strong network with its stakeholders in Timor-Leste, including the Government, the National Parliament, media, and civil society organizations.

During four-years mandate, Commissioner Tilman together with other two deputy commissioners also successfully maintained a strong network with international anti-corruption organizations in other countries, such as UNODC (United Nations Organization of Drugs and Crime), UNDP (United Nation Development Programme), USA Embassy in Timor-Leste, Comissariado Contra a Corrupção (CCAC) Macau, The Independent Commission Against Corruption (ICAC) Hong Kong, Corrupt Practices Investigation Bureau (CPIB) Singapore. Signed two important MoU with Malaysian Anti-Corruption Commission (MACC) Malaysia and Indonesian KPK (Komisi Pemberantasan Korupsi).

The government is now in the process of discussion and appointing a new name of incoming Commissioner to National Parliament to ensure the Commission meets its 2020 objectives during its third mandate. (*)

CAC and UNDP signed a Project to Strengthen Anti-Corruption Work, Funded by KOICA

400A2606Dili – The Anti-Corruption Commission (CAC) and United Nations Development Programme (UNDP) in Timor-Leste signed a project document so called “Strengthening anti-corruption, transparency and accountability for sustainable development in Timor-Leste” that funded by Korea International Cooperation Agency (KOICA) on Monday (9/7) at Hotel Ramelau Dili.

CAC represented by Commissioner Adérito Pinto Tilman and UNDP represented by UN Resident Coordinator and UNDP Resident Representative Timor-Leste Roy Trivedy. The signing ceremony witnessed by Minister of Justice Manuel Carceres, Minister of Legislative Reform and Parliamentary Affairs Fidelis Magalhaes, KOICA Country Director Sikhyon Kim, the two Deputy Commissioners; Manuel Bucar, Rui Pereira dos Santos and some staffs.

The project aims to strengthen the transparency and accountability of government institutions at the national and municipal levels and raise awareness among citizens in Timor-Leste about the detrimental impact of corruption on development.

Commissioner Aderito Pinto Tilman in his intervention showed appreciation to KOICA that funded the project through UNDP to elaborate Timor-Leste Anti-Corruption National Strategic Plan.

“On behalf of CAC would like to thank KOICA and UNDP in Timor-Leste, hopefully this cooperation can further strengthen prevention and anti-corruption in Timor-Leste,” Said Commissioner Tilman.

“We will work together to strengthen anti-corruption, accountability and transparency in Timor-Leste’s development. The more, we will prioritize public sector, to authorities to be sensitive about values of anti-corruption in our government”.

The project focuses on finalizing the development of an overall anti-corruption policy/strategy, accompanied  with capacity building initiative for civil servants of the national and municipal administrative s office to mitigate corruption in risk areas such as procurement and taxation.

With this comprehensive and multi-stakeholder approach to address corruption, the project envisions, in the longer term, robust, transparent, and accountable government institutions and empowered citizens who can hold accountable.

These goal and objective are in line with the Timor-Leste Strategic Development Plan (2011-2030) as well as the “United Nations Development Assistance Framework (UNDAF) for the Democratic Republic of Timor-Leste 2015-2019: Supporting Equitable and Sustainable Development in a rising Young Nation”.

Timor-Leste Strategic Development Plan for Public Sector Management and Good Governance emphasizes building trust in government through delivering quality public service and promoting civil service values.

The first phase of the CAC-UNDP partnership was formed in 2011-2013, focusing on enhancing the institutional capacity of the newly established CAC in the areas of civil engagement, outreach, partnership building, and civil analytical research on corruption issues as well as delivering a specialized training program for investigation staff. CAC Inked MoU with IFU

400A2565Dili – Today, Friday (6/7) Comissão Anti-Corrupcão (CAC) and the Financial Information Unit (FIU) signed a Memorandum of Understanding (MoU) on the substance of sharing information on money laundering, terrorism financing and the extraordinary corruption crimes at the CAC office Farol Dili.

CAC represented by Commissioner Adérito Pinto Tilman and Financial Information Unit (IFU) represented by Executive Director Maria Sarmento.

The signing ceremony witnessed by the two Deputy Commissioners; Manuel Bucar, Rui Pereira dos Santos and staffs.The purpose of this legal cooperation is to strengthen both state institutions to work together in sharing information based on Law No. 17/2011, 28 December which legitimated the legal regime of prevention and fight against money laundering and terrorism financing.

The MoU is intended to facilitate both parties to facilitate criminal investigation. All information will be provided by IFU as confidential information with the aim of strengthening the evidences collected during process of investigation to meliorate prosecution in court,

The agreement is important to enhance and to secure mechanism and efficient to combat criminal activities in the national territory and cross border. The MoU also covered joint capacity building to improve the capacity of staff of CAC and IFU. (*)
